Challenged by the hosts, Kendall Lott and Mike Hannan, returning guest Steven Devaux takes his value break down structure (the "Golden Triangle") to a new level, looking at quantifying value of project within programs. That’s the obvious, the less obvious is looking at the need for this view point in critical areas such as public health, emergency response and national security. He emphasizes the need to prioritize or sequence projects within a program to optimize the schedule for maximum impact, where the focus is on delivering outcomes rather than just producing products.
 
What might we achieve if public health professionals should be trained in program management to effectively deliver the benefits of their research? What we also need are feedback loops that give us the ability to reevaluate and adjust projects within a program based on emerging information and changing conditions.  We'll start seeing value when we start focusing on  return to mission rather than just the return on investment, it's about Program Value Management.

In this episode, Kendall, Mike, and Wolfram Mueller discuss strategies to improve business workflows using the Theory of Constraints (TOC) and Critical Chain Project Management, focused on two things: underloading system constraints and buffer management (having a signal that our flow is or isn't working). One thing that pops out is the importance of calculating business cases and recognizing growth potential--that becomes the compelling case to get middle management on board with the change needed. Getting a team to underload (reduce the non-critical work) of key resources, while having other enabling resources waiting for action is a really hard concept to get managers on board with…until you let them figure out what is holding back their throughput and let them figure out the solution. And that is the big news: consultants can help you identify and work through the problem, but successful change happens with they get out of the way and let the dedicated middle management drive the change. It helps to foster a culture of learning, collaboration, and problem-solving among employees. It enables the self-organization that creates the fix. And evidence shows it out.

The crux of any success? It isn't the plan, it isn't the desire, not even the WIIFM, its EXECUTION. And organizational change is no different. Today's episode discusses the difficulties that organizations face when it comes to executing change. Once again guest and change management author and guru April Mills comes to us on the topic of change…but this time it isn't how to do it, but how she has seen managers institutionally throw up their own barriers to change even as they try to change…starting with outsourcing on the thinking to…professionals. It may be that we are so good at PM and Change techniques that we have once again lost the bubble…the point is to execute and create value. Recognizing and moving past the "aspiration ability gap," jumping through the hoops of just ticking boxes, we have to focus on execution and look for opportunities for acceleration. Managers are called to amplify positive responses to create belief ripples that lead to success.

Organizations can get in their own way,
Eager to change but miss the play.
Professionals may think they know the game, but
Focus on outcome, not the timeframe.
Sandbagging is when a project takes too long,
Outsourcing your brain leads to execution gone wrong.
The aspiration ability gap will widen and grow,
Unless leaders look for signals, they miss seeds of value they should sow.

First, "do no harm"--seems like a good adage, and is consistent with our guest Kevin Coleman who discusses some tenets of his UMD PM Symposium presentation coming this April, called "Unconscious Bias: Recognize it and correct it." Our second critical conversations guest is John Hovell on his UMD presentation, "Conversational Leadership: Convening Conversations that Otherwise Wouldn't Happen" where grounded in Gestalt theory, he pushes us to develop conversations that affirmatively support ourselves and others. He asks us to consider, "are we creating community" when we interact. Our third guest, Paloma Martin lays out the underpinnings of our need to consider gender perspectives directly in our stakeholder engagement and across all of the PM processes, as she gives us the teaser for her presentation "Project and Change Management with a Gender Perspective." Oh Boy, AI projects…they're the worst!! Exploding scope…the endless project. The scale of risk when something goes wrong can literally be exponential. While we PMs always had to watch quality, and we always focused on scope and schedule…the project management problems to launch an AI solution can be insidious, allowing us to make these scope, schedule and quality errors in unobserved and massive ways. AI solutions may be great, but the project management of AI has potential for tremendously bad projects; and we may not even be considering the ways an AI project can go bad wrong. As co-host Mike Hannan says, "as AI projects are making the management challenge exponentially harder, it stands to reason that we're probably getting worse at it." Recognizing the importance of identifying "what is the work in front of us" co-hosts Kendall Lott and Mike Hannan discuss improved ways cracking scope to improve project delivery and project value with guests Steven Devaux and Sergiy Potapov. Get past the traditional WBS to Product Flow Diagramming…which gives you progressive elaboration of the sequencing of work as you define it. Then step up to Value Breakdown Structures to identify total costs of work, including the drag (opportunity) costs of not executing some work. The goal of planning is to create understanding but also decision-making…what is worth spending more or less on to drive value? Look for the "-ity" words to identify value, (quality, usability, productivity, etc.) to help assess value. Beyond the value of the work, we move to ways of systematically defining the Risk to Value…where are the steps that are most sensitive to dropping or enhancing value? Analytical Hierarchy Process--check this as it is a method (and you can get tools) that absolutely help you with project prioritization.  Co-Host Mike Hannan and I talk with Stuart Easton, CEO of Transparent Choice, about this accessible approach tying decision science to project prioritization, selection and sequencing. Lending focus to executive teams, it helps us focus on what to do and more importantly, what not to do. Value is not an objective thing, and humans aren't great estimator. The AHP process let's anchor the value understanding, then break down value into meaningful application as criteria, creating transparency and standardization of the decision process, and more and better information as input.  The result, higher flow of project throughput completion, and better quality of project value.  What's not to like?

Guest Sergiy Potapov and co-host Mike Hannan are at it again discussing precepts of TOC and Cynefin that connects with effective PM practices to produce results, even in shocking and shattering circumstances, such as found in Ukraine during the war. As Sergiy concludes, “Project management works, absolutely, in non-standard situations." But let’s not get hung up on outputs, the classic PM premium benchmark. As Sergiy wryly notes, "The project with a good output and no outcome is a nightmare." What improves our lot, a focus on deliverables and objectives, not tasks…there will be more on this in a future episode. PMs as leaders you own understanding the design of the org, the ecosystem you sit in. But to what purpose? Design mindset, before you even get to design thinking, let's figure out the problem and check assumptions.  Guest Charles Lambdin describes the need and method of creating a frame of thought that has us testing hypotheses of what we need, and making faster smarter bets on the direction we should follow. A key takeaway: the first thing you design shouldn't be over designed and should be wrong…our goal is learning what is needed. The evidence is it saves overall design cycle time. Ultimately, we are after a bi-directional value exchange with our customers…that's how we get use from the products we design and deliver.

"I will do what I can, with what I have, where I'm at." This is a different take on change management; we break down what people say about change but linking it to the underlying framework from the Theory of Constraints. We should recognize that our organizations are fragile systems, and may be running on consequences and not on relationships. The organization has a sort of physics, and what we see in a lot of change environments is directive, not engagement, and we overcomplicate it--and even when we get it, we don’t see it sustained.  TOC suggests that we starts with inherent simplicity, inherent potential, and helps us realize April's adage, "Don’t drive people, drive change." It has a business imperative.

She was a civilian U.S. Navy nuclear engineer and founded Engine-for-Change LLC. "Do all the humans on your team have brains?" Not a comment on ability but on cognition and hardwired biases; if they have brains, they make mistakes in regular patterns. PMs follow the same logical paths of cognition and shortcuts that all humans do, some of which lead us to wrong conclusions and unhelpful behaviors.  As planners and forecasters, our decisions have consequences for others, from executives wanting "the right answer" to colleagues whose performance reviews rely on work, schedules and quality metrics we define.  And, the bad news is, we get it wrong. Through the filters of how we perceive to how we process to how we chose to communicate, there are common and sadly reliable ways that we set ourselves and others up to have make the unknown future look precise, even as it we are less accurate.  The good news is, there is things we can do about it.  Join co-host Mike Hannan and Kendall Lott as they explore the new frontier of PM upskilling from guest, Dr. Josh Ramirez, and we learn some tricks and interventions that help us manage projects better. Dr. Josh Ramirez is founder and CEO of the Institute for Neuro & Behavioral Project Management. Estimations - they are at the very core of PM activities, the ability to estimate, the reliance others have on our estimations, our continuing white whale pursuit of improved estimations all work to empower us as masters of the universe, to state our predictions of the future. And yet…they are all magical thinking at worst, and expectations-setting goal posts, ever receding into a distancing horizon, of our slog through projects and communications, at best. And then we report and update, in an endless vortex of communications, analysis and ... shame. Should we even have them in our discipline? What causes us to get them wrong? What role the tension of accountability and commitment vs the need to reflect likely return on investment for those stakeholders that expect value from projects? Roger Whyte is the Founder & Principal of RJ Whyte Event Production, established in 2010. With a background in technical theater and production, Roger has been able to apply his skills to events in both the in-person and virtual spaces. He is an expert in designing events that are on budget, achieve fundraising goals, run smoothly, and have people talking for years to come.

Laura Willumsen is Senior Director of Development of the Shakespeare Theatre Company, responsible for all fundraising efforts. Prior positions include Institutional Major Gifts Officer at the Smithsonian’s Freer|Sackler, Executive Director of the Pittsburgh Center for the Arts, Director of Marketing for Pittsburgh Opera, and Manager of the Folger Consort. Willumsen holds a bachelors and masters degree in music performance.

Scott Elmes McIntyre, Ph.D. is a Professor of Industrial-Organizational Psychology and Occupational Health Psychology at the Department of Clinical, Health and Applied Sciences at the University of Houston-Clear Lake.  He, and his wife, Dr. Teresa McIntyre have conducted research on occupational stress in at-risk professions for more than 20 years. Dr. McIntyre has co-edited several books, such as “Occupational Health Psychology: European perspectives on research, education and practice.” Vols. I and II (2006, 2007 and the latest “Educator Stress: An occupational health perspective.”. 

Dr. Lisa Sublett joined the UH-Clear Lake I/O program as an Assistant Professor of I/O Psychology in 2016. She teaches courses in research design and statistics, employee selection, and job attitudes. Dr. Sublett enjoys conducting research projects on diverse topics. Her current research interests include work-life balance, imposter phenomenon, employee attitudes, and employee stress. She has expertise in statistics and psychometrics and applied experience in designing employee morale surveys for companies in the Houston area.

Robert brought background experience in federal program evaluation, strategic planning, budgeting, and procurement to the role.

Jacki Ponti-Lazaruk leads the USDA’s Rural Development Innovation Center as the Chief Innovation Officer (CIO). Ms. Ponti-Lazaruk has extensive leadership experience across multiple USDA programs and business areas. Ms. Ponti-Lazaruk previously served as the USDA Rural Development’s Chief Risk Officer. Gregory Baecher is a Professor of Engineering at the University of Maryland. He holds a BSCE from UC Berkeley and a PhD in civil engineering from MIT. He is the author of four books on risk, safety, and the protection of civil infrastructure, and 200+ technical publications. Dr. Baecher consults to government and industry on project risk management related to civil infrastructure.

Maria Papadaki has over ten years of experience in Risk Management in both Academia and Industry. She spent many years at Rolls Royce, where she managed and designed their Supply Chain Risk Management strategic framework, and managed their Risk and Business Continuity Management process. Maria holds a PhD in Risk Management from the School of Mechanical Aerospace & Civil Engineering at The University of Manchester.

Thomas Polen currently serves as Director, Solutions Architect for the Project and Portfolio Management solutions at Deltek. During his career, Tom has scoped, designed, developed, and implemented Project Planning Systems in the telecommunications, transportation, insurance, and defense industries. Mark Reeson is an International Strategic Project Management Advisor. A project manager of over thirty years, he is currently developing PMOs and Disaster Management policies in the Middle East, with a focus around sustainability management. Mark served 24 years in the Royal Air Force. As a project professional he has worked in defense, nuclear, local and national government and hospitality sectors, while also assisting with the IOC in the Youth Olympic Games.

Robert Schmitz, Assoc. AIA, CMIT, LEED GA, GGP has over 25 years of experience in design and construction, and is a leader in sustainability. Robert has been involved with disaster recovery projects for the past 6+ years and is currently a Project Executive for the NY Governor’s Office of Storm Recovery Small Business and Rental Programs. He previously supported the NJ RREM Single Family Home Program. Robert currently sits on the Board of Directors for the NY/NJ Green Build Center.

Jahn Tihansky has carved out a successful career in the marine industry including manufacturing, sales, consulting and education.  He started two companies - a manufacturing entity based in Florida in 1985, and then an on-water education program based in Maryland in 1993.  There he developed recreational courses, as well as team-building programs for corporate clients including Northrup-Grumman, Marriott, Pfizer and Coca-Cola.

"Efficiency is about going from inputs to outputs. But effectiveness is about going from outputs to outcomes." So says Charles Chandler, author and podcaster, who discusses his model for organizational sustainability and effectiveness. What makes a project and, by extension, an organization, truly effective and great? You must distinguish between "efficiency" and "effectiveness," and understand the importance of measuring effectiveness based on Outcomes (Uptake, Adoption, and Use) rather than Outputs. By looking at organizations as complex adaptive systems, it becomes clear that the true goal of all organizations is basically the same: to be effective in their particular environment. Rather than top-down goal-setting, the directives should ideally come from below, where team members are closer to the environment and customer interaction.

Charles G. Chandler graduated from the University of Texas at Austin (B.S. and Ph.D.) and the University of North Carolina at Chapel Hill (M.S.), where he studied engineering sciences. He served in the US Peace Corps in Nepal, and later worked at the Texas Water Development Board in Austin, where he managed the state’s program in water conservation and drought contingency planning. Jennifer Bennett, CVA, is the Senior Manager of Education and Training at VolunteerMatch. With her breadth of experience she is well qualified to help VolunteerMatch’s community of Nonprofits better recruit and engage volunteers.

She shares her knowledge with volunteer managers through the webinars found on the Learning Center, in newsletters and blog entries, and in person at conferences around the country. She joined the Board of the Council for Certification in Volunteer Administration in 2012, and is the current Board Chair.

 

Teri Johnson is the Vice President of Volunteer Engagement for The Leukemia & Lymphoma Society.  In her role with this national nonprofit, she is developing volunteer engagement strategy and programming that allows volunteers to be true partners to staff in efforts to fund-raise, fuel mission and so much more.

Prior to joining LLS, Teri served as Senior Vice President, Strategic Partnerships, Training and Consulting, at the Points of Light Foundation. In that role, she built strategic partnerships with national and international organizations to further volunteerism, including volunteer engagement strategy and resources development, training, consulting and overseeing national volunteer conferences.

 

Valerie Pisierra has been working with volunteers for over 20 years, and

knows what it is like to be on both sides of the volunteer equation. She is currently the Executive Director for Loudoun Cares, a Virginia-based nonprofit that connects residents and nonprofits. Valerie has worked with student and parent organizations, as well as, the European organization Americans Working Around the Globe (AWAG), which focuses on training and connecting volunteers. She holds a BS and MBA in Business Management, and  has received numerous awards for her personal volunteer efforts.

David Yarkin

David Yarkin is a recognized expert on strategic sourcing in the public sector. As Deputy Secretary for Procurement of the Pennsylvania Department of General Services, David led what has been called “the most sweeping transformation of state procurement in decades.” During his tenure, Pennsylvania saved $140 million (now $360 million) annually through strategic sourcing and established a procurement shared services center, centralizing all state contracting under DGS.

He is currently the president of Government Sourcing Solutions.

Gordon Wade

Gordon Wade is a recognized thought leader in the consumer-packaged goods industry. He was one of the creators of “Category Management.” In 2017 he led a 17-company industry consortium in updating CatMan by incorporating all the contemporary data and analytics engendered by the new digitally driven marketplace.

At the request of the Association of National Advertisers, he wrote the protocol for “marketing accountability”. He has written several widely read white papers on e-com, “big data “(machine learning) as well as optimal retail space and assortment approaches. He is currently focusing on machine learning and transparency as emerging developments in CPG marketing.

Rick Grimm

Rick Grimm CPPO, CPPB, FCIPS was appointed NIGP’s 5th Executive Vice President/CEO in January 1998 and has served the NIGP membership for more than 20 years. Prior to his appointment, he was employed in county government and a public school district for 23 years including 12 years in public procurement management. As a NIGP member, he chartered the Greater Miami Chapter and was a prominent leader of the Rocky Mountain Governmental Purchasing Association Chapter where he was co-chair for NIGP’s 50th Forum in Denver. He served on multiple NIGP committees and on the NIGP Board of Directors until his appointment as CEO. Rick earned a Bachelor’s Degree in Business Administration (University of Miami) and a Master’s in Public Administration (Florida International University). He holds a Certified Public Procurement Officer Certification (CPPO) and a Certified Professional Public Buyer (CPPB) designation from the Universal Public Procurement Certification Council.

Jason Dunn

Jason Dunn has spent nearly 30 years in projects across a wide variety of industries, and in a variety of roles: Project Manager, Change Manager, Business Analyst, and Tester. In addition, he has worked with many Fortune 100 companies to assess and improve their project management maturity and processes. As part of this work, he has stood up PMOs as well as assessed and improved existing PMO using a data-driven assessment framework. Recently, Jason has developed a training program based on an industry standard maturity framework aimed at assessing, and then improving, companies’ portfolio development and management capabilities.

At present, he is the PM Community Program Director in Freddie Mac’s EPMO, which is committed to improving PM maturity and capabilities through education, networking, facilitation, and knowledge management. He is a PMP, CSM, CSPO, and Certified Change Manager.

Sean Eddings

Sean Eddings, Senior Producer and Agile Coach at Last Call Media, is a passionate agile-lean practitioner with close to a decade of experience coaching multidisciplinary technology teams. He enjoys helping teams design, visualize, and continuously evolve their own process to ultimately deliver business value with increasing predictability. Sean is a Certified ScrumMaster.

Bruce Gay

Bruce W. Gay, PMP, has over 20 years of experience managing programs and customer relationships across healthcare IT, telecommunications and defense industries. Currently a Senior Program Manager at UPMC Enterprises (the commercialization arm of the University of Pittsburgh Medical Center), Bruce manages a multi-million dollar program to develop the next generation of Radiology Informatics systems. Over the past decade, Bruce has managed creative teams that incorporated UX Design & Design Thinking methodologies into their product development processes.

Christopher Harris

Christopher Harris studied International Business and Finance at the University of Tampa and obtained a Masters of Accountancy w/ an IT Focus from the University of South Florida. He applied his learning in the heavily-regulated banking and insurance industries, which, equipped him to understand the interaction of business processes and law and blend them in a way that yields productivity in daily operations. Later he moved to Northern Virginia and entered Government contracting, where he applied the same passion for results where he blended customer requirements, law and regulation, and business savvy to achieve uncommon results.

As a Bytecubed consultant, he works with Government acquisition officials to develop innovative acquisition strategies against the backdrop of current law, policy, and agency processes.

John Johnson

Susan Parente is a project engineer, consultant, speaker, author, and mentor who leads large complex IT software implementation projects, and the establishment of Enterprise PMOs. She has 19+ years experience leading software and business development projects in the private and public sectors, including a decade of experience implementing IT projects for the DoD and other federal government agencies. Ms. Parente is also an Associate Professor at Post University in CT. She has a BS in Mechanical Engineering from the University of Rochester in NY and an MS in Engineering Management from George Washington University in DC. She also has a number of certifications, most of which she teaches and she is a CMMI and ISO 9001 Practitioner.

Ms. Parente is a Principal Consultant at S3 Technologies, LLC, which focuses on revitalizing projects through the use of risk management and implementing Agile practices.

As senior project manager at the Central Intelligence Agency, he led the development of highly complex top secret projects, programs, and systems; and he led the development of the project management and systems engineering training and certification program to mature practices agency-wide. His other recent work includes leading the development of standards and courses for the new U.S. Federal Acquisition Certification for Program and Project Managers. Mr. O’Brochta supported FAC-P/PM programs by providing subject matter expertise for instructional design and delivery to the Federal Acquisition Institute and Department of Veterans Affairs. He served at the PMI corporate level as Chair the Ethics Member Advisory Group where he led the development of the ethical decision-making framework and the new PMI ethics website; he is a graduate of the Leadership Institute Mater Class. Mr. O’Brochta has written and presented papers each of the past 17 years at PMI Global Congress events as well as at hundreds of international, and regional conferences. Topics that he is currently passionate about include great project managers and how to kill bad projects. His recent book, titled “How To Get Executives To Act For Project Success,” is available on Amazon. He has been featured in issues of PMI Today, PM Network, CIO Magazine, Information Week, and Government Executive Magazine. Since his recent climb of another of the world’s seven summits, he has been exploring the relationship between project management and mountain climbing.

Susan Schwartz

Susan Schwartz released her first book, Creating a Greater Whole: A Project Manager‘s Guide to Becoming a Leader this past January.  Throughout her career she led a variety of technical and non-technical teams successfully through organizational change and brought projects to completion – on time and under budget.  She credits the cross-functional, global team successes to a combination of process review, crucial conversations, and knowledge sharing strategies.

She has facilitated public courses and seminars for George Mason University Learning Solutions, the Project Management Institute, The Association of Talent Development, The American Society of Quality, and the Society for Human Resources.  

Ms. Schwartz received an M.S. in organizational development and knowledge management from George Mason University School of Public Policy and a B.A. in Economics from Goucher College.

Projects inevitably bring about change – whether its related to culture, processes, systems, environment, or all of the above – and it’s the Project Manager who must shepherd the team or the organization through the sometimes painful process.

Connie is all about leadership -- as an education leader, corporate leader, and volunteer leader.

As an education leader, Connie is a part-time instructor at several education institutions – teaching project management classes at both the undergraduate and graduate levels. She served as the Interim Executive Director for the CLIMB Center for Advancement at Portland Community College. CLIMB stands for Continuous Learning for Individuals, Management, and Business. This Dean-level position reported directly to the President of the Extended Learning Campus (ELC). She was a member of the ELC Leadership Team supporting the College’s mission, vision and core values.

As a corporate leader, Connie worked for Cadence Management Corporation, an international project management training and consulting company. After 22 years with the firm, Connie retired in December 2010 as their Chief Operating Officer (COO). For 12 years, she worked in employee, customer and executive education for IBM Corporation.

As a volunteer leader, Connie is an active member of the Project Management Institute (PMI) serving on numerous Boards and global committees. She is a frequent speaker at Job Seekers groups helping and mentoring professionals in career transition and provides support to our future leaders studying project management.

In 2016, Connie received the PMI Eric Jenett Project Management Award of Excellence by PMI. Named after one of the founders of PMI, this award honors “individuals who have made an outstanding contribution(s) to the project management profession or its practice through leadership, technical project management, and strategic and business management acumen.” Since the beginning of this award in 1998, it has been given only 17 times – worldwide.

Connie is a graduate from Portland State University with a degree in Business Administration. In 2002, she became a certified Project Management Professional (PMP®). When she passed the PMP exam, Barry Manilow was on the radio singing “It’s a Miracle!”

The majority of her work has been in the nonprofit sector, with a focus on East and West Africa, including 20 years in microfinance, including savings-led approaches, microfinance institution management, new product development, financial education and consumer protection. Amy has managed start-up operations for leading global microfinance networks, such as FINCA International and Catholic Relief Services and provided strategic planning, program management, technical assistance and fund-raising support for emerging microfinance institutions. As a consultant, she targeted strategic issues for microfinance institutions while providing key advice to NGO networks and multi-lateral institutions, such as The SEEP Network, Catholic Relief Services, FINCA International, Habitat for Humanity International, the UNDP and The World Bank. She also facilitated the SEEP Social Performance Working Group and Practitioner Learning Program. Amy is a founding member and former President of the Board of Directors of Women Advancing Microfinance (WAM) International. Amy has lived and worked in Senegal (where she was a Peace Corps Volunteer), El Salvador, Uganda, Haiti, Burkina Faso, Rwanda and now residing in Zambia.

Mr. Brese is the Chief Information Officer (CIO) for the Department of Energy (DOE). He provides leadership, establishes policy, and maintains oversight of DOE’s annual $2 billion investment in information technology (IT), at more than 25 National Laboratories and Production Facilities, to enable urgent missions that span from open science to nuclear security. Mr. Brese is also a leader in the U.S. Government’s cybersecurity community and a key contributor to the Administration’s efforts in legislation, policy and technology research, development, and deployment. He is a Chair to the CIO Council’s Management Best Practices Committee and also serves as an advisor to the Domestic Policy Council’s Strong City, Strong Community Pilot. Prior to his current assignment, Mr. Brese served as DOE’s Deputy CIO.

Previously, Mr. Brese was the Deputy CIO for Information Technology for the National Nuclear Security Administration (NNSA) and also the Director of the Office of Program Evaluation within Defense Nuclear Security in NNSA, where he began his civilian career and his tenure in Senior Executive Service.

Prior to working in NNSA, Mr. Brese served as a submarine officer in the U.S. Navy, retiring after a 22-year career, which culminated in his assignment as a Senior Advisor to the Deputy Administrator for Defense Programs within NNSA.

Mr. Brese holds a Federal Chief Information Officer Certificate from The National Defense University. He obtained a Master of Science from Catholic University of America, was a qualified Naval Nuclear Propulsion Engineer in the U.S. Navy’s Nuclear Propulsion Program, and received a Bachelor of Engineering at Vanderbilt University.

 

John H. Cable, R.A., PMP

Mr. Cable is a licensed architect and general contractor with over 35 years experience. His activities have included planning, design, and construction of buildings; building energy conservation research; management consulting; and teaching. In 1980 he was cited by Engineering News-Record as “one who served in the best interests of the building industry.” And, in 1992 he was selected by Remodeling Magazine as one of the 50 best remodeling contractors in the United States.

Since joining the Clark School of Engineering at the University of Maryland in the fall of 1999, John initiated the graduate program in project management, an undergraduate minor, and the Center for Excellence in Project Management.

He teaches courses in Project Management Fundamentals, and Managing Projects in a Dynamic Environment and is widely sought after for his seminars and workshops on a variety of Project Management topics. John is also chairman of the Project Management Institute’s Global Accreditation Center Board of Directors, a member of the Federal Government’s Project Management Working Group, and a member of the Science & Engineering Council of NASA’s Center for Program/Project Management Research. John is also a founding member of the International Project Management Educational Union along with Peking University and 6 other universities worldwide. In 2004 he coauthored a report for the National Academy of Sciences Federal Facilities Council on “Key Performance Indicators for Federal Facilities Portfolios”.

Prior to joining the University, Mr. Cable was a Research Fellow in the Logistics Management Institute’s Facilities and Engineering Management group where he managed a variety of lead assignments analyzing facility design and construction practices, conducting benchmarking and business process re-engineering studies, assessing the use of information technology in the management of design and construction, managed business and program planning assignments, and training/assisting clients in becoming certified in compliance with ISO9000 Quality Management Standards.

Prior to LMI, John created and managed a design/build firm specializing in renovation and new construction of residential, commercial and retail properties and directed energy conservation research in buildings for the U.S. Department of Energy.

Our PM methods face stress in the face of projects that are related to research and development…where systems engineering is the key discipline is needed. Sandra is the Managing Director of Valency, a consulting company that implements best practices from the Construction Industry Institute (CII) that dramatically improve capital project performance. Valency is a Registered Education Provider with both CII and PMI and works globally with client in both the private and public sector.

Sandra is a Project Management Professional (PMP), Project Risk Professional (PMI-RMP) and a Certified PDRI Facilitator. She has over 15 years of project management experience and is a past research team member with CII on front end planning, risk management and portfolio management. Sandra is an active member of CII's Front End Planning Community of Practice.

John has over fifty years’ experience in the Engineering and Construction industry (primarily refining and petro-chemical). He was the architect for the S&B/FB&D Internet Project Information Management System (iPIMS), a web based system for managing the flow of information from Front End Planning to System Turnover. John's CII resume started in 1992 when he was assigned to be a member of the research team that developed the first PDRI and Alignment Thermometer. Since that time, John has participated in the following CII roles:

1. Board of Advisor for S & B/FB&D since 1996,
2. Four PDRI related research teams,
3. Risk Management Team,
4. Co-chair of the Break Through Strategy Committee,
5. Co-Chair of the Innovative Deliverables to the Craft Team,
6. Co-Chair to initiate the Front End Planning Community of Practice.

In addition, John has instructed the Front End Planning session for the CII Best Practices Course at the University of Texas since 2012.

John is considered one of the industry systems experts in Automation, Information Management, Front End Planning, and Best Practice Execution. He has worked with numerous owners to assist them in the implementation of CII Project Management tools and best practices. He is active in the implementation of FIATECH initiatives to improve productivity using technology to utilize integrated information exchanges and automation.

John is best known as an industry change agent. He was instrumental in leading S & B/FB&D from slide rules, pencils and Mylar into the Intelligent 3D Design age. In 1982, John was given an edict by Wally Maurer, an early mentor, to "...challenge everything we do." He is still challenging and does not plan to stop anytime soon.

These artifacts are an important element of maintaining the lessons of who we are, of remembering what came before, and of having an appreciation of what we can accomplish. Ms. Merdon began her Federal career in 1981 as a cooperative education engineering student for the U.S. Navy. After earning her Bachelor of Science degree in 1987, from the University of Maryland in Civil Engineering, she continued her career with the Navy as a project engineer and project manager. In 1998, she received a Master of Science degree in Civil Engineering.

In 1990, she joined the White House Military Office as a Project Manager responsible for managing classified design and construction projects at the White House, Camp David, and other Presidential Support Facilities.

In 1998, Ms. Merdon was hired by Clark Construction, LLC, where she was project manager and superintendent on numerous projects including the American Red Cross Headquarters, Bethesda Place II, and the renovation of Baltimore’s historic Hippodrome Theater.

Ms. Merdon joined McKissack & McKissack in 2000, where she ascended to the role of Senior Vice President of Program and Construction Management. Her responsibilities included operations and business development for program and construction management contracts in Washington, DC, Chicago, Illinois, and Los Angeles, California. She was instrumental in the growth of the company in Washington, and start-up and management of the program management division in Chicago and Los Angeles. All told, she has been responsible for the successful program and construction management of more than $11 billion in major construction projects and programs including: Washington Nationals Major League Baseball Stadium, O’Hare Modernization Program, Eisenhower Executive Office Building life-safety upgrades, Los Angeles Unified School District, Martin Luther King, Jr. National Memorial, Smithsonian Institution’s National Museum for African American History, and Lincoln and Thomas Jefferson Memorial Renovations. Throughout her career, Ms. Merdon has won many outstanding performance awards, as well as project excellence awards for construction projects. She is a Registered Professional Engineer in the Commonwealth of Virginia, a member of the Construction Management Association of America, and a Certified Construction Manager. Ms. Merdon is the President of the DC Chapter of the Architecture, Construction, and Engineering (ACE) mentor program, and is very active in the Women in Engineering program at the University of Maryland.

 

Colonel Matthew Bogdanos

Homicide Prosecutor

Colonel Matthew Bogdanos is a homicide prosecutor for the New York County District Attorney’s Office. Raised waiting tables in his family's Greek restaurant in Lower Manhattan, he is a former middleweight boxer who joined the U.S. Marine Corps at 19. He left active duty in 1988 to join the DA’s Office; but remained in the reserves, leading a counter-narcotics operation on the Mexican border, and serving in Desert Storm, South Korea, Lithuania, Guyana, Kazakhstan, Uzbekistan, and Kosovo.

Losing his apartment near the World Trade Center on September 11, 2001, he joined a counter-terrorism task force in Afghanistan, receiving a Bronze Star for actions against al-Qaeda. He then served in the Horn of Africa and three tours in Iraq—leading the international investigation into the looting of Iraq’s National Museum—before deploying again to Afghanistan in 2009. The first to expose the link between antiquities trafficking and terrorist financing, he has presented those findings in 22 countries, in venues including the United Nations, Interpol, British Parliament, the Peace Palace in The Hague, and the U.S. Senate. He received a National Humanities Medal from President Bush for helping recover more than 6000 of Iraq's treasures in eight countries.

He holds a classics degree from Bucknell University; a law degree, master’s degree in Classics, and Recognition of Achievement in International Law from Columbia University; and a master’s degree in Strategic Studies from the Army War College. In addition to dozens of military decorations, he received the 2004 Public Service Award from the Hellenic Lawyers of America, 2007 Proclamation from the City of New York, 2009 Proclamation from the City of Philadelphia, 2011 Ellis Island Medal of Honor, 2016 International Giuseppe Sciacca Achievement Award from the Vatican, and was Grand Marshal of the 2010 Greek Independence Day Parade.

Returning to the DA’s Office in October 2010, he still boxes for wounded veterans and continues the hunt for stolen antiquities, recently leading an investigation that resulted in the largest seizure of stolen antiquities in U.S. history: $150 million dollars in ancient statues stolen from Southeast Asia. All royalties from his book, Thieves of Baghdad, are donated to the Iraq Museum.

 

Robert Weaver

 
Lead Historian
Robert Weaver is the lead historian on major CERCLA and other environmental litigation cases. Researched industrial technology and process, identified Responsible Parties, and assisted attorneys in case strategy. He also continues with cultural (archaeological) resources projects. He served as lead historical archaeologist for the Sandpoint Archaeology Project, which is the largest Section 106 mitigation project in the State of Idaho. The project excavated information on the initial railroad town of Sandpoint (1881-1915) and recovered over 560,000 artifacts, mainly historical.

During the 1990s he served as the CIO and member of the executive team for a large casino gaming concern His book "The Helix Factor - the key to streamlining your business processes series of books on The Helix MethodologyC (an integrated BPI and SDLC method) specifically focused on Business Process Improvement.

Over his 30+ years in the field Mr. Wood has conducted numerous workshops and seminars on Business Process Improvement, Cross-Functional Facilitation, Structure Design, Organizational Change, and Project Management.

Dr. Vince Houghton is the Historian and Curator of the International Spy Museum. He has a PhD in Diplomatic and Military History from the University of Maryland, where his research centered on US scientific and technological intelligence (nuclear intelligence) in the Second World War and early Cold War. His Masters, also from the University of Maryland, focused on the relationship between the United States and the Soviet Union.

He has taught extensively at the middle school, high school, and university level, most recently at the University of Maryland, where he taught courses on the history of US Intelligence, US Diplomatic History, the Cold War, and the History of Science.

Vince is a veteran of the United States Army, and served in the Balkans, where he worked closely with both civilian and military intelligence agencies in several capacities.

 

Michael O'Brochta, ACP, PMP

 
 

Mr. O'Brochta, who has managed hundreds of projects during the past thirty years, is also an experienced line manager, author, lecturer, trainer and consultant. He holds a master's degree in project management, a bachelor's degree in electrical engineering, and is certified as an ACP and a PMP. As Zozer Inc. President, he is helping organizations raise their level of project management performance. As senior project manager at the Central Intelligence Agency, he led the project management and systems engineering training and certification program to mature practices agency-wide.

Mr. O'Brochta's other recent work includes leading the development of standards and courses for the new U.S. Federal Acquisition Certification for Program and Project Managers. He is currently supporting FAC-P/PM programs by providing subject matter expertise for instructional design and delivery to the Federal Acquisition Institute and U.S. Department of Veterans Affairs. He serves at the PMI corporate level on the Ethics Member Advisory Group where he led the development of an ethical decision-making framework that was released PMI-wide, and at the chapter level where he built and led the international PMIWDC Chapter-to-Chapter program; he is a graduate of the Leadership Institute Mater Class.

Mr. O’Brochta has written and presented papers at every PMI North American Global Congress during the past decade as well as at many international, and regional conferences. Topics that he is currently passionate about include how to get executives to act for project success and great project managers. Audiences enjoy his blend of information, stories, and humor. Since his recent climb of another of the world’s seven summits, he has been exploring the relationship between project management and mountain climbing; he carried the PMIWDC banner on his climb of the highest mountain in Bolivia.

Mark Stout, PhD is the Program Director of the MA in Global Security Studies, Certificate in National Security Studies, and the Certificate in Intelligence at Johns Hopkins University’s Krieger School of Arts and Sciences Advanced Academic Programs in Washington, DC. He has previously worked for thirteen years as an intelligence analyst, first with the State Department’s Bureau of Intelligence and Research and later with the CIA. He has also worked on the Army Staff in the Pentagon and at the Institute for Defense Analyses. Dr. Stout also spent three years as the Historian at the International Spy Museum in Washington, DC. He has degrees from Stanford and Harvard Universities and a Ph.D. in history from the University of Leeds in the United Kingdom.

Dr. Stout is the co-author of three books and has published articles in Intelligence and National Security, Studies in Intelligence, The Journal of Strategic Studies, and Studies in Conflict and Terrorism.

His research interests include intelligence history; military history, especially the history of military thought; terrorism; and irregular warfare. He is presently co-edited a two volume set entitled Spy Chiefs for Georgetown University Press and writing a book on American intelligence during World War I.

Dr. Tomoichi Sato is General Manager of ICT Management Office at JGC Corporation in Yokohama, Japan.

Born in Tokyo in 1956, he majored chemical engineering at Tokyo University. He stated his carrier in JGC as a process engineer, and later became schedule engineer/project manager/PMO member in the plant engineering and the IT development fields.

Since 2007, he privately started research work on PM theory and established a theoretical framework called ‘risk-based project value (RPV) analysis.’ Using this framework he has published a series of academic papers in domestic and international journals. In 2009, Japan Industrial Management Association awarded his first article as the best research paper of the year. He obtained doctor degree by his study in 2010.

He also teaches PM courses at Tokyo University Graduate School and Hosei University.
He wrote several Japanese books about PM, time management, advanced planning & scheduling, bill of materials (BOM) and supply chain management.

Meet Andy Walker – the new 2016 PMIWDC Chapter Vice-Chair and COO. Andy has volunteered for over 5 years starting as a volunteer with the Programs Committee assisting in recruiting speakers for our chapter dinner meetings. Andy quickly ascended to AVP of Evening Programs and was subsequently elected to VP Programs in 2012. In 2014 Andy was elected to the Governance Board as a Director-at-Large where he took on a special assignment as the PM over the planning and execution of the annual 2015 PM Symposium.

Beyond his PMIWDC volunteer work, Andy is the SAP Federal Sales Executive for Deloitte Consulting, LLP with over 16 years in sales, management consulting and industry project/program management experience. He specializes in the strategic planning, business development, marketing and sales of SAP projects.

Andy has held positions of increasing responsibility as an officer in the United States Marine Corps, Honeywell Aerospace and Deloitte Consulting, LLP managing both local and globally disbursed teams. He has led projects with Marines in wartime situations and led or supported seven full lifecycle SAP implementations as well as numerous other IT infrastructure improvement projects. Andy also has added expertise in the implementation and oversight of PMO operations, supporting methodologies, processes, and tools.

Andy has an established track record of exceeding expectations and is consistently evaluated as top performer while rapidly adapting to a myriad of work environments, roles and emerging technologies.

Archivist, Steven Spielberg Film and Video Archive

Lindsay Zarwell received a BA in History from American University in Washington, DC in 1999 and a Master of Library Science from the University of Maryland’s College of Information Studies in 2004. Ms. Zarwell has worked as an archivist in the Steven Spielberg Film and Video Archive at the United States Holocaust Memorial Museum since 2000.

In this capacity she conceived and regularly develops the Archive’s public access database, acquires and catalogs original film materials, and manages several significant digital and film preservation projects. She is an active member of the Association of Moving Image Archivists and presented at annual conferences on the topics If We Stream It, Will They Watch (2012) and Recording Retribution: Issues in the Curation of, and Access to, Actuality Footage of War and Atrocity (2007).

She has recently focused on interpreting and presenting the Museum’s amateur film collections and co-published an essay on home movies titled “Yes, There Was a World: Prewar Jewish Life on Film” in Archäologie des Amateurfilms (2015).

 

Leora Kahn

PROOF: Media for Social Justice

Leora Kahn is founder and president of PROOF: Media for Social Justice. She works on global projects with Amnesty International and the United Nations. Her book, Darfur: 20 years of War and Genocide has won several awards and an exhibition of this work is traveling in the US under the auspices of the Holocaust Museum of Houston.

She has curated an exhibition on child soldiers in collaboration with the UN’s Office on Children and Armed Conflict that continues to travel worldwide with an accompany book “Child Soldiers.”

She lectures and teaches widely on topics in human rights and photography, including Yale, International Center for Photography and the New School in New York. Leora had been a fellow in the Genocide Studies Program at Yale University. She is a Fulbright Senior Specialist and recently taught at University of Haifa. She is working on projects on refugees and testimonies with Clark University and Aristotle University in Greece.

Leora’s recent work has taken her to Rwanda, Cambodia and Bosnia, Sri Lanka and Iraq, where she has researched and interviewed rescuers from these genocides An exhibition comprised of photos and texts of these interviews has traveled to 10 different countries. She has developed a worldwide project on rape and transitional justice with partners, TRIAL and UNFPA.

Leora’s film credits include Rene and I, an award-winning documentary about the life an extraordinary woman who was experimented on by Josef Mengele during the Holocaust. She co-produced Original Intent; a documentary that explores the judicial philosophy promoted by right wing in US. She was director of photography at Workman Publishing and Corbis as well as working at the New York Times Magazine, Time magazine and numerous other publications.

About the Speaker

Lisa M. Blumerman

Associate Director for Decennial Census Programs

Lisa Blumerman is the U.S. Census Bureau’s Associate Director for the Decennial Census Programs. She provides executive leadership and direction for the 2020 Census, the American Community Survey and for the Census Bureau’s Geographic Programs.

From 2008 through 2013, Blumerman was Chief of the Governments Division at the Census Bureau. She was responsible for overseeing data collection and the development and release of statistics on the characteristics and key indicators of our nation's federal, state and local governments. In this capacity, Blumerman directed and managed the Census of Governments and 25 annual and quarterly surveys that measure government activity.

Blumerman has worked at the Census Bureau since 1997. She has served as chief of the Customer Liaison and Marketing Services Office; deputy chief of the American Community Survey Office; the administrative records coordinator in the Policy Office; and chief of the Population Estimates Branch. Before coming to the Census Bureau, she served as a senior research analyst for the American Public Welfare Association.

Blumerman is a recipient of the Arthur S. Flemming Award for exceptional achievement in federal government service. The U.S. Department of Commerce has honored her contributions by awarding her a silver and two bronze medals for distinguished service in the federal government. She holds a master's degree in demography from Georgetown University and a bachelor's degree in sociology with a concentration in population studies from the University of Massachusetts at Amherst.

We present a snapshot of some of the most representative speakers and topics from the Silver Spring Chapter's "Actionable Intelligence: Tools, Techniques and Templates for Project Managers" symposium in June of 2015.

With a field of 30 presenters, the symposium lived up to its promise of providing a valuable professional development event, and produced hours of discussion and learning.
